Section 27
Building should not be constructed without passing the map

(1) No one shall construct a building without passing a map from the municipality or municipality. But in the case of the area and structure designated by the village or municipality, even if the map is not passed, construction of the building will not be hindered. Explanation: For the purposes of this section, "building" means constructing a new building, demolishing and rebuilding an old building, adding a storey, altering a facade or making additions to an existing one by making a window, door, shed, porch, porch, terrace or garage or putting up a compound wall. Work should be considered and the word also refers to the building to be built for joint housing.
(2) The rural municipality and municipality shall determine land use standards based on land risk sensitivity and may give permission to construct buildings only in designated areas subject to such standards.
(3) No subdivision or plotting of land for building may be done without the prior approval of the rural municipality or municipality.
(4) Village councils and municipalities may classify the buildings in their area and order to rebuild, strengthen (rectofitting) or demolish buildings that are at risk from earthquakes or disasters.
(5) The height, set width, roof, facade, type of construction materials, color or artistry of buildings to be built in any settlement or any area of ​​it, which are important from historical, cultural, touristic or archeological point of view, so as not to be contrary to the laws in force and the standards set by the Government of Nepal. (6) Villages and municipalities may prepare a sample map of the same format for all their areas or designated areas for the buildings to be built in such areas, based on the nature, size and area of ​​the land and buildings, and may prepare the map for the service user by their technical staff and provide it free of charge.
